The City Administrator works under the supervision of the Mayor and shall execute such duties as prescribed by state statute and by city ordinance as passed by the 8 member Lindsborg City Council.

Responsibilities include: 

  • Supervise all administrative department heads and oversee their operations.
  • Recommend to the Mayor the appointment and removal of City department heads.
  • Direct and assign duties and professional development for all employees.
  • Propose annual and capital budgets to the governing body and regularly report on the City’s financial condition.
  • Exercise general supervision over all City purchases and expenditures in accordance with the budget and governing body policy.
  • Recommend to the governing body a salary schedule for all officers and employees.
  • Oversee maintenance of all City-owned land, property, and buildings.
  • Facilitate short-and long-range planning for City government as directed by governing body.
  • Provide oversight of all City contracts.
  • Attend all governing body meetings and offer policy recommendations as requested; provide staff support to the City’s appointed boards and commissions.
  • Must have the ability to handle multiple projects/assignments concurrently and be results oriented.
  • Must be highly motivated and work well independently and in a team environment.

Preferred Qualifications:

Education
A master’s degree in public administration or related field from an accredited university is preferred. Must have a valid state driver’s license or the ability to acquire one. 

Experience
At least three years of experience in local government as manager, director, or administrator, or assistant of the same is preferred, along with previous community or economic development experience. Professional experience in a smaller, growing community is preferred.

Minimum qualifications include: 1) three years of experience in public or private administration that includes supervisory responsibility; 2) bachelor’s degree in business or public administration, or related field from an accredited university; 3) evidence of a stable, progressive employment history; and 4) an unblemished work record of performing with integrity.

The City administrator must establish residency within the city limits of Lindsborg.

Position Requirements

Technical Skills: Must be highly proficient in computer skills, email, and developing presentations; must have excellent writing and public speaking skills.

Problem Solving: Community leaders expect creativity and innovation in addressing challenges. The City Administrator should generate new and big ideas and be able to lead the community forward.

Decision Making: The City Administrator must be able to make decisions in high stress situations. Because the person in this role is responsible for the overall operations of the city, he/she must be able to make decisions for the benefit of the City that come with high costs and determine what items should come before City Council.

Financial Accountability: The Administrator works closely with the Finance Director to annually present a five-year Capital Improvement Project budget and an Operating Budget to City Council for consideration and passage, and then implement and monitor the budget year-round. The Administrator must adhere to city, county, and state guidelines for financial practices, meet deadlines, and thoroughly review all financials to monitor the fiscal health of the city and advise City Council of concerns.

Supervision: This person supervises the executive team that includes the Finance Director, City Clerk/HR Manager, Recreation Director, Communications Director, Community Development & Neighborhood Services Director; Parks Director, Public Works Director, Chief of Police/Director of Public Safety, and Convention & Visitors Bureau Director. The Executive Team oversees the entire full-time and part-time seasonal staff.

Personal Relations: Cooperation and consensus building are strong cultural preferences for cultivating relationships and solving problems in the community. The City Administrator should sustain existing partnerships and pursue opportunities for new ones. This person should participate in regional, state, and national networks for the benefit of the City and will lead a staff of more than 30 full-time, as well as seasonal part-time employees. They must be able to establish and sustain a strong culture of collaboration, strong organizational values, and efficiency. The City Administrator must be approachable and have excellent communication skills.
